Vladimir Putin ha minacciato di usare armi nucleari, ordinando ai suoi militari di mettere in allerta le forze di deterrenza russe in un ultimo sforzo per ottenere la vittoria in Ucraina. Putin domenica ha detto ai suoi massimi funzionari della difesa e militari di porre le forze nucleari in un "regime speciale di combattimento”.  Va detto che la Russia, come gli Stati Uniti, mantengono i loro missili balistici intercontinentali terrestri, o ICBM, in un alto stato di allerta in ogni momento 24 ore su 24, 365 giorni all’anno, e si ritiene che i missili nucleari installati su sottomarini russi, come quelli americani (ssbn), siano anch’essi in stato di allerta in ogni momento.
